To Whom It May Concern (This Means YOU; Portland City Council),
I am appalled at the criminal actions of the Portland City Council and the "Day Labor Center". Portland is helping criminals hire criminals. This must stop immediately. I refuse to spend one dollar of my money in Portland until this illegal operation is shut down. No one is above the law; not even City Council's!
